State books balance for FY 2009
In a masterful display of budget juggling, Kentucky Budget Director Mary Lassiter announced today that the state will not wind up in the red for fiscal year 2009. Lassiter announced today that the state was able to pull unused funds from the Medicaid program.
Unlike many other states, the State Stabilization Fund of the federal stimulus package was not used to balance this year's budget, according to Lassiter. Kentucky will have almost $300 million dollars to use for the FY 2011 budget.

June job losses the worst since 1983- every county loses jobs in past year
UPDATE: 7/23/09 - All 120 Kentucky counties lost jobs from June 2008 - June 2009. Some counties fared better than others. Fayette County recorded the lowest jobless rate in the Commonwealth at 8.5 percent. It was followed by Woodford and Ballard counties, 8.6 percent each; Oldham County, 8.9 percent; Calloway and McCracken counties, 9.2 percent each; Webster County, 9.4 percent; Boyd County, 9.5 percent; and Carlisle and Franklin counties, 9.6 percent each.
            Magoffin County recorded the state’s highest unemployment rate — 18.8 percent. It was followed by Jackson County, 18 percent; Metcalfe County, 16.5 percent; Powell, Lewis and Bath counties, 16.3 percent each; Menifee County, 15.9 percent; Trigg County, 15.8 percent; Butler County, 15.6 percent; and Carter County, 15.5 percent.

The Education and Workforce Development Cabinet released preliminary June and revised May employment estimates today. There is a little good news  and a lot more bad news.
  • Kentucky’s seasonally adjusted preliminary unemployment rate for June 2009 reached a near 26-year high of 10.9 percent from a revised 10.7 percent in May 2009.
  • The economy continued to deteriorate as almost every sector endured job losses.
  • June 2009’s jobless rate was the highest since the August 1983 figure of 11.1 percent.
  • Manufacturing was the hardest hit. 3,100 jobs were lost in the month of June. Compared to a year ago, manufacturing has lost 39,700 jobs.
  • Monthly estimate of unemployed Kentuckians for June, 2009 is 226,122. That’s more than 96,338 Kentuckians out of work than one year ago.
  • Number of jobs in trade, transportation and utilities shrank by 1,700 jobs in a month. Over the past year, 15,700 jobs have been lost.

AFL/CIO asks Gov. not to pair with Louisville Mayor
On July 9th, AFL/CIO President Bill Londrigan wrote to the Governor asking he not choose Louisville Mayor Jerry Abramson as his running mate. Below is an excerpt from Londrigan's letter.
"....On behalf of the Executive Board and affiliates of the Kentucky State AFL-CIO, I am writing to express our strong opposition to Mayor Abramson for Lt. Governor.
 Mayor Abramson has established a long record of antipathy towards organized labor, both during his tenure as Mayor of Louisville as well as the merged Metro Government...."

Oh dear. Another (!) credit card charge for an escort service was discovered on a Kentucky Association of Counties credit card. This time it’s Bob Arnold’s card. He is denying he charged $270 to the organization credit card for services by Campus Cuties in May 2007.

Money makes the world go around - Lobbying the Legislature
                 The Legislative Ethics Newsletter published by the Legislative Ethics Commission, came out on Friday morning, the 10th day of July. In the top story entitled “Lobby spending by interest groups”,it is reporting that “In the first four months of 2009, lobbyists reported spending $0 on food or beverages provided to individual legislators. Likewise, in 2007, there was no spending by lobbyists on individual meals for legislators or family members. In 2008, lobbyists reported spending just $81.83 on individual meals or beverages.”
Don’t get too excited, though. Spending by lobbyists is still big. The Legislative Ethics Newsletter breaks down spending for the short session earlier this year. Follow the link

Smilin’ Jack Conway is roaring that he has raised well over a million dollars for his Senate campaign. Guess what Smilin’ Jack hasn’t been doin’? 
His job.
His office has done nothing to defend the citizens of the Commonwealth who rely on him to protect them from predator utility companies. The PSC entered an Order on Monday in the Water Services, Inc. request for a 51% increase case that stated that since the AG hadn’t filed anything, the case was on track to be heard in August without any evidence presented by the Attorney General.
Good goin’, Jack. Maybe you’ll work a little harder in your next job.

"Asked why he was running for governor, Galbraith said, “To combat Kentucky’s electile dysfunction. Nothing has happened in this state for years and it’s the fault of both major political parties. I won’t to help the electorate change that.”
Galbraith, 62, has maintained that he has no concerns about being a perennial candidate. “Kentucky has perennial problems,” he said."
Electile dysfunction? That Gatewood is a very punny guy.

City officials and barge company representatives gathered at the Columbus Water System building for a short presentation and the installation of a generator that will prevent the city's residents from going without water as they did during the winter storm of 2009.

Three Clinton businesses were robbed last weekend - the Kountry Cafe, T-Bones Drive In and Greg's Grocery. A suspect, Jackie Lee McDaniel, is in custody. He will be arraigned on at least two felony counts on Monday.

KACO outspends League of Cities
Deja all over again.
The Kentucky Association of Cities (KACO) gets the full Ryan Alessi attention in a story released over the weekend. All 120 counties contribute to KACO. The organization sells insurance and bonds county projects. Staff and board members also have a real good time.
Here’s a taste: “When the Kentucky Association of Counties sent six people to Washington, D.C., in March 2008 to attend a conference and lobby officials, the $31,700 trip included two dinners totaling $4,277 and a $10,000 cancellation fee for hotel rooms that weren't used”…  Lexington Herald

State property tax remains same for 2009
The 2009 state real estate property tax rate of 12.2 cents per $100 will be unchanged from 2008. The assessment "estimate" came in at 3.21%, short of the 4% needed to trigger an increase.
