Justine Webb, with two people in her house, had a water bill of $35 – $58 a month prior to February 2008. After February 2008, in an eleven month period, the Webbs water bill grossed $7149.77. In July 2008, two bills came in: on July 16th a bill for $2774.91 arrived. A second bill for the same amount came in on on July 24th.
“I have spent many, many hours on the phone with this company.” Webb told the Commissioners....
