What is a leaper?

What is a leaper?
 
Many point to Joe Lieberman as the quintessential leaper of our time.  Certainly he leaped from the Democratic Party to become an Independent.  Joe ain't the the only leaper, we have our own homegrown leaper in Western Kentucky.
 
Our leaper appears cast in the Lieberman mold or is it vice versa?  Our leaper like Joe, is all about political hay and judging by past election fund raising of about $400,000.00 for a part time job, the hay business is booming. 

Like Joe, our leaper has memory loss and seems not to recall the millions spent because of
radiation illnesses, shortened lives, and  trying to cover up misinformation to nuclear workers. Characteristically leapers will trade short time personal gain for others long term pain. Our leaper forgets about the approximately 38,000 propane tank sized containers of nuclear waste at the Paducah site.  Said contents being "reprocessed" to a slightly less dangerous material, stored on site in the hope  a use can be found for it at some future date. 

No state wants a
nuclear wastes storage site in their borders.  For the foreseeable future the producer of nuclear waste  must store their waste on site. This waste includes radiouclides with a half-life of 24,000 years. Our leaper appears intent on heaping more waste on our Super Fund Site or in giving us another one for future generations to clean up.
 
Alas, an elusive leaper is difficult but not impossible to define.
