COMMISSIONER FARMER HONORS CONTEST WINNERS   FRANKFORT, Ky. — Agriculture Commissioner Richie Farmer honored the winners of the Kentucky Department of Agriculture’s 2010 Poster and Essay Contest at the Kentucky Agriculture Day luncheon today in Frankfort.
