Murray State University completed its partnership with the River Counties with the installation of computers in the service building that houses ambulance services for Carlisle County. The program started in Fulton County with a center located in the Fulton City Library Basement. The next center went into the Hickman County Senior Citizen Center. The Ballard County computer center is installed at the City Hall Annex in Barlow in Ballard County.

According to Gina Winchester of Murray State, the centers are busy. Each sees from 5-15 walk ins a day, averaging 2,000 hours of usage time on the computers. Counties are responsible for upkeep and maintenance of the computers.

There is a plan to create an after school language learning program at the Carlisle Center. City officials in Barlow have used their center for training.

The computers were refurbished by Murray State and installed in the local facilities. The grant for the program ended in December 2014.
