             "According to the Attorney General, in 1974 there were 215 registered lobbyists. Jewell and Miller report that by 1986, there were 440 registered lobbyists representing 531 organizations. Today, there are 643 registered lobbyists working for 657 employers.  
The authors report about $3.1 million spent on lobbying in the 1986 session and the five months leading up to it, and that was a time when the Legislature met in regular session for just 60 days every two years. By comparison, in 2008, businesses and organizations spent close to $15.7 million on lobbying, and $6.8 million to date in 2009, for an 18-month total of $22.5 million."

Editor's Note: Stephen Woodward of the Middlesboro Daily News has been following the Water Services, Inc. water rate request story. Middlesboro has approximately 8100 customers in the system, compared to Clinton's 800. Stephen was kind enough to share his story. 
"...Spenard questioned WSC's Regional Director Martin Lashua about an expense report he had reviewed. According to a credit card receipt, Utilities, Inc.’s Vice-President / Chief Operating Officer Lisa Sparrow had dined at Del Francisco’s restaurant in Orlando, Florida, and spent $766.38 on her dinner, along with a $150 tip. Spenard asked Lashua how this expense related to water service in Kentucky, and he replied that it did not. Sparrow later commented via e-mail on the expense saying it was a recognition dinner for over 20 employees. But that information was not cited during the evidentiary hearing..."

Sylvia Lovely sent a letter to Kentucky League of Cities announcing that she's leaving to pursue other opportunities... the whole letter is after the jump.

...I will be leaving KLC as Executive Director effective January 1, 2010 to pursue other opportunities - which is exciting to me.  Though this is not an occasion for sadness, trust me I will get emotional about it.  You don't spend 22 years having the best job on earth without tears - you can bet on that!..."

After much prayer and consultation with those in whom I have great trust and respect, I have decided that the very best way to make my organization whole again is for me to move on after finishing some important work.  Mine is a position where what's most important is leadership and therefore what is best for my beloved KLC, staff and members.  And, this is it.

Gov. Beshear has appointed Daniel Y. Boaz as the Commonwealth’s Attorney for the 2nd Judicial Circuit of Kentucky to serve until the general election on Nov. 2, 2010.
 
  • Daniel Y. Boaz, of Paducah, has most recently served as the McCracken County Attorney. The appointment fills the vacancy created by the resignation of Timothy Jon Kaltenbach.

Utilities Inc. reacts to PSC hearing report

Editor's Note: Lisa Sparrow, Chief Operating Officer of Utilities, Inc., the parent company of Water Services, Inc. had this response to Gaye Bencini's story about the Public Service Commission's meeting this past Wednesday.  Her complete comments are published here with her permission. Below is her response to Bencini's noting that Clinton pays a portion of UI's board meetings in Las Vegas.
"....We have over 300,000 customers nationwide with facilities across the country.  One of our systems is in fact just outside Las Vegas and we have held quarterly Board meetings there in the past and may do so in the future.  Our Board Members and Leadership Team Members are located in various cities across the country and we consistently look for the cheapest place to meet in person when that is required and the city rotates.  We do not hold meetings in locations where we do not have facilities.  We would actually be happy to hold a meeting in Clinton; however, customers should be aware that it costs more to travel to Clinton KY than it costs to fly to major cities..."

Governor's Office responds to inquiries on Kelley and Brockenborough appointments
Jill Midkiff, Deputy Communications Director in Governor Beshear's Office sent me the following statement.

"Ms. Potter—In response to your inquiry about the recent appointment of Mr. Larry Kelley and the reappointment of Mr. Bruce Brockenborough to the West Kentucky Community and Technical College Board of Directors, please see the following. You may attribute both statements to me as a spokesperson for Gov. Beshear.
 
Mr. Kelley fully disclosed the issues in question. They occurred nearly 20 years ago. He has paid his debt to society and has demonstrated a commitment to public service. If we are serious about allowing people to rejoin society, then these issues, which were fully disclosed, should not preclude Mr. Kelley’s public service now and in the future.
 
With regard to Mr. Brockenborough, the issues surrounding his bachelor’s degree were, as we understand it, the result of some administrative issues, not anything intentional on the part of Mr. Brockenborough. Furthermore, Mr. Brockenborough has reported to us that those issues have since been resolved."

Spencer, Since the success of Governor Martha Layne Collins, during the Asian Industrial revolution in Kentucky, the Economic Development Cabinet has become the "favored patronage source" for doing favors for "associates". I would say in many instances is now larger than the famous politically correct TRANSPORTATION CABINET.
Honestly, Governor Collins did not play that game and it annoyed many of the members of the General Assembly. This new patronage tool started with Wallace Wilkerson.

Kentucky’s jobless rate rises to 11 percent in July
FRANKFORT, Ky. (Aug. 20, 2009) — Kentucky’s seasonally adjusted preliminary unemployment rate for July 2009 hit the 11 percent mark, the highest since August 1983 when the rate was 11.1 percent, from a revised 10.9 percent in June 2009, according to the Office of Employment and Training (OET), an agency of the Kentucky Education and Workforce Development Cabinet. July 2009’s jobless rate is 4.5 percentage points higher than the 6.5 percent rate recorded in July 2008.

MURRAY, Ky. – Once again Murray State University (MSU) finds itself ranked among the top public universities in the nation. U.S.News & World Report’s 2010 edition of America’s Best Colleges, considered by many to be the top college guide in the country, has recognized MSU for the 19th consecutive year in the Best Universities-Master’s South, which includes both private and public schools. This is the fifth consecutive year Murray State has ranked in the top 20.

.. It seems a brouhaha has erupted six weeks later on an online site in Louisville over the appointment of Larry Kelley of Wickliffe. Kelley is a college friend of the Governor’s. Locally, the reappointment of Bruce Brockenborough, who ran against Rep. Frank Rasche in 2006 has stirred consternation.

Water Services of Kentucky, Inc. (WSK) files no Kentucky taxes. The parent company, Utilities, Inc. pays the 35% federal tax rate and 5% state tax rate. However, she was unclear whether those taxes were paid in Illinois, the home of Utilities, Inc. or in Kentucky....  Water Services, Inc. paid a portion of the Utilities, Inc. Christmas Party and UI company picnic in Illinois. .. If granted, the $1434 tap on fee will be highest in the state.

Justine Webb, with two people in her house, had a water bill of $35 – $58 a month prior to February 2008. After February 2008, in an eleven month period, the Webbs water bill grossed $7149.77.  In July 2008, two bills came in: on July 16th a bill for $2774.91 arrived. A second bill for the same amount came in on on July 24th.

Hayes wins post as econ dev cab secretary


UPDATE: 8/7/09 - Friday afternoon - Governor Beshear appoints Larry Hayes as Cabinet Secretary.  Budget Chief Mary Lassiter will take over as Secretary of the Cabinet
On August 5th, 2009, the Economic Development Partnership Board voted to accept a report from its consultant for a national search in selecting a new leader for economic development in Kentucky. As a result, Governor Beshear was handed three names from which to choose the next Secretary for the Economic Cabinet.
...Sources close to the situation expect that the name at the top of the list, Larry Hayes, has the job if he wants it.
