Governor Beshear makes appointments to Boards and Commissions

 FRANKFORT, Ky. (July 23, 2010) – Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

 Gov. Beshear has appointed Donald S. Mucci to the Health Insurance Advisory Council to serve for a term expiring June 15, 2012.

  •  Donald S. Mucci, of Louisville, is an insurance agent at the Garnett-State Company. He represents insurance agents. The appointment replaces Calvin R. Gilbreath, whose term has expired.

 Gov. Beshear has reappointed the following members to the council to serve terms expiring June 15, 2012:  

  • Jannice O. Aaron, of Smithfield, is a self-employed physician. She represents health care providers.  
  • Bonnie L. Bolinger, of Williamstown, is a retired nurse and a Kentucky State Health Insurance Program counselor. She represents purchasers of health benefit plans.  
  • Carl Felix, of Frankfort, is a healthcare executive at Bluegrass Family Health. He represents insurers currently offering health benefit plans in the state.  
  • David Kurt Adams, of Versailles, is a self-employed chiropractor. He represents purchasers of health benefit plans.  
  • Robert H. Zax, of Louisville, is a physician at The Skin Group. He represents health care providers.  
  • Bradford H. Blain, of Lexington, is an insurance agent at the Al Torstrick Insurance Agency Inc. He represents insurance agents.  
  • Sarah H. Dilger, of Louisville, is an attorney at Anthem Blue Cross and Blue Shield. She represents insurers currently offering health benefit plans in the state.  

Gov. Beshear has appointed the following members to the Kentucky Community Crisis Response Board to serve for terms expiring June 20, 2012: 

  • Rebecca J. Bauder, of Catlettsburg, is a mental health counselor at Pathways Inc. The appointment replaces Pamela K. Gabbard, whose term has expired.  
  • Michael D. Vance, of Prestonsburg, is a counselor and social worker with Buckhorn Children and Family Services. The appointment replaces Tom M. Ballowe, whose term has expired.  
  • Daryl Hodge, of Lancaster, is a chaplain at the Christian Care Center. He represents local community crisis response teams. The appointment replaces Michael E. Dossett, whose term has expired.  

Gov. Beshear has reappointed Karl K. Lusk to the board to serve for a term expiring June 20, 2012.

  •  Karl K. Lusk, of New Haven, is a chaplain at Flaget Hospital. He represents the statewide chaplain’s association involved in emergency services.

 Gov. Beshear has appointed the following members to the Governor’s Minority Employment, Business Affairs and Economic Development Council: 

  • Tawana E. Bain, of Louisville, is the chief executive officer of New Age Communications. The appointment replaces Allen L. Carter, whose term has expired. Bain shall serve for a term expiring April 1, 2014.  
  • Arthur B. Lucas, of Lexington, is an executive director with the Kentucky Office of Diversity and Equality. The appointment replaces Alejandro L. Tapia, who has resigned. Lucas shall serve for the remainder of the unexpired term ending April 1, 2011.  
  • Marilyn F. Clark, of Lexington, is a diversity consultant and owner of Worksmart LLC. The appointment replaces Marta M. Miranda, who has resigned. Clark shall serve for the remainder of the unexpired term ending April 1, 2012.  

Gov. Beshear has reappointed the following members to the council to serve for terms expiring April 1, 2014: 

  • Phillip L. Watson Sr., of Louisville, is a store manager with the Kroger Company.  
  • Donna Mae Ridings, of Georgetown, is a purchasing consultant and minority business enterprise coordinator for Toyota. 
  • Charles E. Thomas, of Lexington, is an IT professional with Metaformers.

 Gov. Beshear has appointed the following members to the Water Transportation Advisory Board: 

  • Kenneth R. Lanham, of Owensboro, is employed by Kodiak Resources. He represents members at-large. Lanham shall serve for a term expiring September 30, 2014.  
  • Steven E. Alley, of Union, is the director of sales at Ingram Barge Company. He represents members at-large. Alley shall serve for a term expiring September 30, 2011.  
  • William N. Whitlock, of Prospect, is a retired executive. He represents Kentuckians for Better Transportation. Whitlock shall serve for a term expiring September 30, 2014.  
  • Greg Pritchett, of Henderson, is the executive director of the Henderson County Riverport. He represents the commonwealth’s public riverports. Pritchett shall serve for a term expiring Sept. 30, 2011.  
  • James E. “Jay” Hunt, of Grand Rivers, is the port director at the Eddyville Riverport. He represents the commonwealth’s public riverports. Hunt shall serve for a term expiring Sept. 30, 2012.  
  • Kenneth G. Canter, of Paducah, is the port director at the Paducah McCracken Co. Riverport Authority. He represents the commonwealth’s public riverports. Canter shall serve for a term expiring Sept. 30, 2014. 
  • Valerie N. Smith, of Rush, is the director of economic development at the Boyd County Fiscal Court. She represents the commonwealth’s public riverports. Smith shall serve for a term expiring Sept. 30, 2014.

 Gov. Beshear has appointed the following members to the Statewide Advisory Council for Vocational Rehabilitation to serve for terms expiring May 20, 2013: 

  • Diane Denise Bailey, of Frankfort, is an education consultant with the Kentucky Department of Education. The appointment replaces Lisa C. Durham, whose term has expired.  
  • Mark A. Jackson, of Louisa, is self-employed. The appointment replaces Dana J. Haugsted, whose term has expired.  
  • Lisa A. Carrico, of Mayfield, is a program manager with Easter Seals. She represents community rehabilitation providers. The appointment replaces Tammy Lee Allen, whose term has expired. 

Gov. Beshear has reappointed the following members to the council to serve for terms expiring May 20, 2013: 

  • Matthew B. Davis, of Bowling Green, is a university administrator at Western Kentucky University.  
  • Mike L. Fogle, of Glasgow, is a manager at the Housing Authority of Glasgow. He represents business, industry and labor.  
  • Donald Lee Gordon, of Shepherdsville, is a health program administrator with Jefferson County Public Schools.  
  • Lois Jean Taurman, of Louisville, is attorney and registered nurse with Norton Healthcare.  

Gov. Beshear has reappointed Larry R. Rhodes to the Board of Registration for Professional Geologists to serve for a term expiring July 14, 2014.

  • Larry R. Rhodes, of Lexington, is a geologist with Rhodes Consulting Group LLC.  

Gov. Beshear has designated Verman Ray Winburn as chair of the Parole Board. 

  • Verman Ray Winburn, of Simpsonville, is a retired parole district supervisor.

 Gov. Beshear has reappointed Stephen D. Lewis to the State Board of Auctioneers to serve for a term expiring June 30, 2013.

  •  Stephen D. Lewis, of Morehead, is an auctioneer with the C. Roger Lewis Agency.  

Gov. Beshear has reappointed Steve Dale to the Center for Pollution Prevention Board of Directors to serve for a term expiring July 15, 2013. 

  • Steve Dale, of Bagdad, is retired. He represents the environmental protection community.  

Gov. Beshear has reappointed the following members to the Kentucky Milk Commission to serve for terms expiring August 1, 2014: 

  • Fran Hawkins, of Frankfort, is a dietician-manager with the nutrition services branch of the Kentucky Department of Public Health. She represents the Cabinet for Health and Family Services. 
  • James Neumann, of Prospect, is the owner of ValuDiscount Inc. in Prospect. He represents retailers.  

Gov. Beshear has appointed John S. Cain to the Governor’s Scholar Program Board of Directors to serve for a term expiring June 20, 2013. 

  • John S. Cain, of Ryland Heights, is an executive at Wiseway Supply. The appointment replaces Leslie A. Fugate, whose term has expired.  

Gov. Beshear has appointed the following members to the Veterans’ Program Trust Fund Board of Directors to serve for terms expiring July 15, 2013: 

  • Sarepta Grizzle, of Greenup, is a commander with American Veterans. She represents the American Veterans. The appointment replaces Joseph D. Doebler, whose term has expired. 
  • Teddy W. Austin, of Prospect, is retired. He represents the American Legion. The appointment replaces Michael W. Phelps, whose term has expired.  
  • Pamela Jean-Barton Luce, of Shelbyville, is a therapist with Shelby Counseling Associates. She represents members at-large. The appointment replaces Juan G. Rodriguez, whose term has expired.  

Gov. Beshear has reappointed Bobby R. Hazen to the board to serve for a term expiring July 15, 2013. 

  • Bobby R. Hazen, of Louisville, is retired.  

Gov. Beshear has appointed Peter Michael Pearlman to the Kentucky Licensing Board for Specialists in Hearing Instruments to serve for a term expiring July 31, 2013. 

  • Peter Michael Pearlman, of Louisville, is an audiologist at the Louisville Hearing Aid Center. He represents audiologists. The appointment replaces William J. Brown, whose term has expired.  

Gov. Beshear has appointed the following members to the Kentucky Board of Examiners of Psychology to serve for terms expiring July 15, 2014: 

  • Sally L. Brenzel, of LaGrange, is a licensed clinical psychologist. She represents licensed psychologists. The appointment replaces Dennis J. Buchholz, whose term has expired.  
  • Melissa F. Hall, of Lexington, is a licensed psychological practitioner. She represents certified psychologists. The appointment replaces Richard E. Applegate, whose term has expired.  

Gov. Beshear has reappointed Mary Rose Evans to the Louisville and Jefferson County Air Board to serve for a term expiring July 15, 2014. 

  • Mary Rose Evans, of Louisville, represents the neighborhood association executive board.  

Gov. Beshear has appointed C. Ronald Lovan to the Kentucky Infrastructure Authority to serve for a term expiring June 30, 2013. 

  • C. Ronald Lovan, of Union, is president and chief executive officer of the Northern Kentucky Water District. He represents the Kentucky section of the American Water Works Association. The appointment replaces Gregory C. Heitzman, whose term has expired.  

Gov. Beshear has reappointed the following members to the Kentucky Board of Social Work to serve terms expiring June 21, 2014: 

  • Melissa L. Sorg, of Edgewood, is a social worker with the Erlanger-Elsmere Board of Education. She represents certified social workers.  
  • Anne Adcock, of Somerset, is a social worker at the Hospice of Lake Cumberland. She represents licensed clinical social workers.  
  • Donald Gene Greene, of London, is a retired minister. He represents citizens at-large.  

Gov. Beshear has appointed Pamela W. Federspiel to the State Board for the Certification of Librarians to serve a term expiring June 30, 2014. 

  • Pamela W. Federspiel, of Shelbyville, is a library director at the Shelby County Public Library. She represents professional librarians active in public library work. The appointment replaces Mark M. Adler, whose term has expired.  

Gov. Beshear has reappointed the following members to the board to serve terms expiring June 30, 2014: 

  • Rebecca Kelm, of Fort Thomas, is a retired librarian. She represents public library trustees. 
  • Dennis P. Carrigan, of Lexington, is a professor at the University of Kentucky. He represents professional librarians from a department or school of library science in a state university.  

Gov. Beshear has reappointed the following members to the Kentucky Historic Preservation Review Board to serve terms expiring July 15, 2014: 

  • Margaret R. Jacobs, of Lexington, is an architect with Tate, Hill & Jacobs Architects. She represents architects.  
  • James I. Montgomery, of Louisville, is a retired postal manager. He represents citizens at-large.  

Gov. Beshear has reappointed George H. Collignon to the Kentucky Board of Architects to serve a term expiring July 1, 2014. 

  • George H Collignon, of Owensboro, is an architect with Collignon Nunley/ Hafer Associates.

 Gov. Beshear has appointed the following members to the Kentucky Office for the Blind State Rehabilitation Council: 

  • George Stokes, of Frankfort, is a self-employed vendor. He represents Kentucky licensed blind vendors. The appointment replaces Cecil Cox, whose term has expired. Stokes shall serve for a term expiring June 30, 2014.  
  • William Monterosso, of Shelbyville, is the executive director of the Kentucky Office of Employment and Training. He represents the Kentucky Workforce Investment Board. The appointment replaces Russell L. Salsman, whose term has expired. Monterosso shall serve for a term expiring June 30, 2013.  
  • Bill R. Deatherage, of Louisville, is a packager with LC Industries. He represents National Industries for the Blind. The appointment replaces Larry Sherman, who has resigned. Deatherage shall serve for a term expiring June 30, 2011.  

Gov. Beshear has reappointed the following members to the council to serve for terms expiring June 30, 2014: 

  • Kenneth W. Jones, of Louisville, is a teacher at the Kentucky School for the Blind. He represents the National Federation for the Blind.  
  • James F. Shaw, of Louisville, is retired. He represents the American Council for the Blind.  
  • Leland Paul Wiese, of Lexington, is retired. He represents the Bluegrass Council for the Blind. 
  • Joey L. Couch, of Busy, represents members at-large.  
  • Bess Key Douthitt, of Jackson, is a vision consultant with Owsley County Schools. She represents members at-large.  

Gov. Beshear has appointed Sarah Beth Guffey to the Animal Control Advisory Board to serve for a term expiring Feb. 26, 2014. 

  • Sarah Beth Guffey, of Albany, is a deputy clerk at the Clinton County Circuit Court. She represents Kentucky Farm Bureau. The appointment replaces Mary Beth Hendricks, whose term has expired.  

Gov. Beshear has reappointed the following members to the board to serve for terms expiring February 26, 2014: 

  • Ellen M. Sam, of Lexington, is a police sergeant with the Lexington Division of Police. She represents the Kentucky League of Cities.  
  • John A. Settles, of Springfield, is the Washington County Judge/Executive. He represents the Kentucky Association of Counties.  

Gov. Beshear has reappointed the following members to the Kentucky Heritage Land Conservation Fund Board to serve terms expiring July 15, 2013: 

  • Paul M. Sheets, of River, is a self-employed chiropractor. He represents the League of Kentucky Sportsmen.  
  • William H. Martin, of Lexington, is a retired university professor and administrator. He represents the Kentucky Academy of Sciences. Martin shall serve as chair of the board.  

Gov. Beshear has appointed Stuart Dudley Taylor to the Bluegrass Community and Technical College Board of Directors to serve for the remainder of the unexpired term ending October 15, 2013. 

  • Stuart Dudley Taylor, of Winchester, is a banker with Peoples Exchange Bank. The appointment replaces Maraskeshia Smith, who has resigned.  

Gov. Beshear has appointed Shane Furlong to the Somerset Community and Technical College Nominating Commission to serve for a term expiring April 15, 2014. 

  • Shane Furlong, of Somerset, is self-employed. The appointment replaces Robyn Phillips, whose term has expired.

 Gov. Beshear has reappointed Wanda S. Johnson to the commission to serve for a term expiring April 15, 2013. 

  • Wanda S. Johnson, of Somerset, is a school psychologist with Pulaski County schools.
